This is a funny little noir detective pastiche. I was picturing Tracer Bullet from Calvin and Hobbes the entire time. The BEST part of this is the way the main character treats everyone with overexaggerated hostility when in reality he's respected and loved and they all just take his wacky eccentricities in stride.
